This of course is a terrible thing, China is now the highest polluter per capita, but that the US pretends to dissuade them on moral and environmental grounds is sheer hypocrisy. That the US gives more than any other country in terms of international aid, is only because what they are still able to give constitutes a smaller proportion by GDP than every other 'developed' country.

But it also sounds like more gridlock. The cabinet and the house of representatives could actually go to war over policies, bills etc... bolstering the the opposition without any work on their part, imploding the government. Then elections would come around and the opposition might get in and say ok I'll exercise my right to appoint anyone including representatives and just return everything back to normal. So when we look at the 2 governments we would say "that first gov. did nothing but fight" when that might not have been the case.

The example above is just that. I am willing to support anything that sounds good no sacred cows around here. I am so glad that the elections are over and we can go back to normal and critize it if its bad and congratulate it if its good.

I agree with you. I also believe it is time for some serious change in our constitution and form of government. Ministers should not come out of the House of Representatives. They were elected to do precisely that - Represent their area in Government.

The Cabinet should be composed of qualified people that are not necessarily affiliated to the political Party and have the qualification and experience in the field of their ministry. For instance, the constitution should give the PM the power to appoint Carla Barnett as the Minister of Finance, even though she did not run for office. No one in Belize is better qualified than her for that post.

By having a cabinet like this,it also means that the House would not automatically pass all the bills that come out from Cabinet. Why? Because it is not coming from party members. In this manner, the house would exert more pressure on Cabinet (pressure to which they have never experienced throughout Belize's history).
