Why are foreigners selling our cayes????

I got this email a little while ago, and I find it very appalling that we have foreigners selling out our cayes just like this, all this after they probably paid a few cents to their equally rich colleagues in government. It's very disheartening to see stuff like this!

Roadie, I'm speculating a bit here but …

I am conjecturing based off “hearsay” and not off the reading of any statutes but I think that there are two different areas of our law that is applicable to your question.
The first is the public right to access beaches. I was told from I was a child that under colonial law no member of the public could be denied access to any beach or seafront by a property owner putting up a building, or fence or other erections. It was regarded as communal property and when you consider what access means to sea-faring and fishing communities it makes sense.
The other law is environmental and more recent in origin. That law I think says that there should be no erections of anykind within 66 feet of any water front without the expressed permission of the Department of the Environment. Obviously this law is routinely flouted or the DOE is very lax in its enforcement.

or the chain of ownership is clean then there is no problem, What I do have a poblem with or a question is the beach rights. I believe that our coastline is pulblic, so if you own something along the coast you can't hamper or prevent someone from walking that coastline. Could someone please correct me if I am wrong on that. I remember people backa yabra putting up wooden docks, and because it is on the coastline the owner couldn't by law remove someone from the dock. Now does this law apply to the islands, or is it only applicable in towns, cities, etc... Cause if that is the case this islands would be completely private, I guess kinda like caye chapel. NOw I think that is fucked up, to completely privatize our resourses in that way, and yes I do believe that our coastline, no matter how small or even if it is the coastline of small islands belong to the people. I remember there being a revolution in Grenada over that.

Perhaps we should check it out before we start blaming "foreigners" or "the Government" and who knows who else.
The simple fact is that most of the land in Belize was "given away" a long, long time ago by the British Crown. There are leases and grants for parcels of Belizean land and sea that go as far back as the 1820's and the titleholders for some of these still press their claim even today.
In this particular case, you need to start by finding out which of the Water Cayes it is because there are several: Little Water Caye, South Water Caye, Deep Blue Water Caye, et cetera.
Most of our cayes passed into private ownership a long time ago, and the usual route was for them to be leased for 99 years to the families who used them for fishing camps, vacation spots and so forth, and since then many of them were and are being sold to tourism developers.
BTW, didn't a gentleman by the name of Jim Blake buy just about all of Ambergris Caye for around $600.00 near the turn of the century?
Unless I am mistaken, a Belize real estate firm, Emerald Futures I think it was, was also selling off one of the Water Cayes a short time ago.
