Ralph Fonseca Jr. Left $1 million in Assets for Ralph Fonseca Sr.

Ralph Fonseca Jr., he was a 34 years old when he died in a tragic road accident in September. But he’s come back into the news because the details of his will – now a document probate in the courts – have become known. And because he left all his assets to his father - an elected official – his private will has become the subject of a fair amount of public speculation. It’s been posted at FreeBelize.org and we had a look at it.

He was known as a political officer for his father, Ralph Senior and his will shows that Junior left everything for his father, principally his local holdings which property and cash combined are valued at $1.123 million. It’s a fair amount for a 34 year old who was known only as a political officer.

A listing of his assets show multiple properties, shareholding in companies, and local and foreign bank accounts in Florida, Canada, and Panama. The local accounts were held at the First Caribbean Bank, $815 in one, $78,000 in another. And 167 shares in a company called Resource Investment Limited – valued at $16,700. That’s the company that sold the land for Los Lagos to government – and during the DFC hearings, Fonseca Sr. bristled at the suggestion of his involvement.

“But I need to ask you so that you can go on record to clarify this. Did you in anyway benefit financially from the purchase of lands in Los Lagos?"

Hon. Ralph Fonseca,
"No, Madam Commissioner."

Merlene Bailey-Martinez,
"Thank You."

Hon. Ralph Fonseca,
"May I just add Madam Commissioner that I have owned hundreds of companies, that is the nature of my business when I'm not in government. They are shell companies and they are sold off and they do many things afterwards. But i have answered your question."

Merlene Bailey-Martinez,
"I just needed to ask it because the company is still within your family so I just needed to make sure that I clarified that with you."

Hon. Ralph Fonseca,
"The company is within my family?"

Merlene Bailey-Martinez,
"Yes, the company Resource Investment Limited is still owned by members of your family."

Hon. Ralph Fonseca,
"Owned by members?"

Merlene Bailey-Martinez,
"Up until the time when we are looking at the DFC."

Hon. Ralph Fonseca,
"I sense that you are trying to impute improper motives here without any reason whatsoever. Now I have been sitting here and listening to judgmental questions but I will not tolerate any kind of thing like that being directed to my family. I have no idea which one of my family you are referring to. The last statement that you made and, 'my family still owns that company,' which I am pretty sure is not so. I wouldn't doubt that maybe one of my family has some shares in that company but I know that they do not own it.”

And he was accurate: 167 is some of the shares – not ownership – and now by virtue of this will, those shares have been passed unto Fonseca. He also inherits 12 properties across Belize valuing from $50,000 to $250,000 for a combined value of over $1 million.

And while those are the local holdings, the foreign assets are also notable. These show 13 foreign accounts in the Bank of America in Miami, the Bank of Tampa, Canada Trust in Toronto and Florida Investment Advisers – described on their website as a full service brokerage firm that specialized in wealth management. The amounts in those accounts are not listed. There’s also a pair of properties in Tampa that were owned by Fonseca Jr.

According to the forensic audit of the DFC, the three original owners of Resorts Investment Limited were Javier Berbey Garcia, Eugene Zabaneh and Henry Brodhurst, who is a Fonseca relative.

The last will and testament of the late Ralph Fonseca Jr., now before the court for probate, bequeaths everything-assets of well over a million dollars to his Dad, Home Affairs Minister Ralph Fonseca.

The list of assets is imposing for one so young.

These include:

a) two parcels of land measuring almost 200 acres on the Flowers Bank road valued at $100,000,

b) Three lots at Vista del Mar valued at $275,000,

c) 2 lots in King’s Park valued at $400,000.

d) one lot in Vista del Mar valued at $125,000,

e) A three bedroom house and two lots in Los Lagos, valued at $130,000,

f) A three bedroom house and two lots in Belmopan value at $120,000,

g) one lot in Caribbean Shores, value unlisted

h) one lot on Long Caye valued at $2,000

i) 2 acres of land in Burrel Boom, value unlisted,

j) one lot in Burrel Boom, value unlisted,

k) two properties in Tampa, Florida, value unlisted.

In addition to all this there are two Bank of America accounts in Miami, five Bank of Tampa accounts in Tampa, four accounts with T.D. Canada Trust in Toronto, two accounts with Florida Investment Advisers, and one or more accounts with Banistmo of Panama.

The executor of the will is Mr. Francis Fonseca, Attorney General, cousin of the deceased.

Two witnesses, Messrs Glenn Longsworth and James Nisbet have sworn to a declaration that in their respective judgements the estate of the late Ralph Fonseca Jr. is worth no more than $1,123,370.77.

Among the assets held locally by Ralph Jr. are some $79,670.77 in cash from 2 First Caribbean bank accounts, some $16,700.00 in shares in Resorts Investments Ltd., and 12 properties in Flowers Bank Rd., Vista Del Mar, King’s Park, Los Lagos, Cohune Walk and Long Caye valued at some $1,027,000.00. Altogether, these assets are valued at some $1,123,370.77. He owes First Caribbean some $1,333.09 for credit card charges, leaving a net of $1,122,037.68.

As far as international assets go, Ralph Jr. also bequeathed whatever he held in 2 separate accounts in Bank of America in Miami, 6 separate accounts in Bank of Tampa, 2 separate US accounts and 2 separate CDN accounts in TD Canada Trust, Toronto, 2 separate accounts in Florida Investment Advisers, and 1 account in Banistmo (Panama) Bank. He also bequeathed 2 properties in Tampa, Florida, to his father.

He appointed his cousin Francis Fonseca to be the executor of his will, which was witnessed by one Edwin Arias and another person, and the assets were appraised by Glenn Longsworth, driver for Ralph Sr., and James Nisbet. Francis Fonseca has filed a “Petition for Probate of a Will” to get the court’s permission to execute the will. There is no appraisal done for the foreign assets as these would have to be dealt with in the respective jurisdictions. It is not unreasonable to believe that the value of the foreign assets may well dwarf the $1.122 million net value of the local assets.

So it looks like the PUP and UDP are engaging in a sign war, and the only result is a city under a red and blue seige. But the UDPs have taken it up a notch. Not only are they painting the lampposts red, but they are painting them blue as well, making it look like the PUP is doing it. If you don't believe me, take a drive after 10pm and you will see Karim Berges and his crew of 15 or so, yellowman, one-eye burns and others among them, hard at work with BLUE paint. The UDP put out a release today launching accusations at the PUP, but they know they are the culprits. Interesting that they would expose themselves so openly. Word is that the defacing of Barrow on Princess Margaret Drive was done by one-eye burns as well, but in retaliation to Barrow not including his candidate One Barrel Perdomo on the billboard. On the real, save the money fellows, signs don't vote.
