Environmentalists stop the dread

Stop the press!!! The Belize Audobon is railing up and the Forest Department has put a stop to Belize's first dread Minister as he barrels through land in Crooked Tree with no authority.

As if inspired by some cosmic star, junior Minister Castro moved on the Crooked Tree Sanctuary like an environmental terrorist, tearing through with bulldozers.

What's worst is that the evidence was shown on National TV that he, as Minister of State, was violating the Environmental Laws for clearance is needed for such a project. Thank God not everyone in the NGOs is the UDP, and the people have put a stop to him.

BAS has proven in ONE fell swoop that they r indeed a PRESERVATIONIST org as opposed 2 a conSERVATIONIST organization...The distinction of course being that in the case of d PRESERVATIONIST lobby they r a d far GREEN end of d SPECTRUM and function on the principle of ANIMALs FIRST!!!...The conSERVATIONIST on d other hand function on d TENET that conSERVATION is functionally d WISE use of RESOURCES which when warranted entails d nonXTRACTIVE use of same, as in d case of d C3WS, which is a RAMSAR Site 2 boot...and d only one of its kind in BZE!!!

BAS and indeed d conSERVATION lobby needs 2 show that d WILD flora and fauna of d JEWEL r an invaluable form of CAPITAL which if WISELY stewarded can yield DIVIDENDs untold 4 d POPULACE that could affect d QUALITY of LIFE of every MAN, WOMAN & CHILD in Bze...Thus d answer 2 d CASTROs of this WORLD is not so much 2 JUST say NO!!!...but 2 ensure that such decisions go thur duePROCESS and that at d end of d day there is some ANALYTICAL process that truly EVALUATES d COST vs d BENEFITS of those decisions THAT may be transform d use of said NATURAL CAPITAL and that the CITIZENRY collectively r getting d best RETURNS for efforts that would b EXPENDED!!!

One big thing about them

One big thing about them damn dams was that Belize was about to lose a piece of its sovereign territory (aquatic territory) by losing the water rights to the Canadian-based Multi-national company FORTIS (they are not well loved by their Canadian brethren neither).

How could Belize forfeit an ownership over the natural stream of water that flows? Who has a right to that anyhow??

IN addition, if anything went wrong with the dam (say it broke) FORTIS was not liable and Belize was fucked. (sOund like the terms of any recent financial deals Belize has made?)

Everybody likes to say "you must strike a balance" between environment and development, human civilisation and wildlife, man and beasts etc...

This is a false dichotomy born of Western philosophical dualisms. Man and NAture are not diametrically opposed. Thriving human civilisation and sustainable environmental practices are not mutually exclusive!

We need to stop banging on as if it is one or the other.
In fact, the ONLY way for human civilisation to thrive and (for smaller so-called Third World Nations to succeed is to support biodiversity in tandem with "development". i put development in quotes because current developmental practices are, in the vast majority, not sustainable and most techniques and resources have been imported from abroad....

FOR EXAMPLE: the fucking fertilisers that the US pumps into their fields find their way to the Mississippi and float downstream....as a result they have created a deadzone in the Gulf of Mexico in which no life exists...a biological void. The fucking polluters of the World (US and China) will soon clog our air with carcinogenic particles so that we will have to buy (that's right purchase) our air soon. And who do you think will have the resources to develop such companies that refine and purify air for consumption? Answer, the same fucking companies that polluted it in the first place. who feels in their pocket? the so-called Third World.

what else do you expect? The man was clearing the land!!!!!!!!! LOL

Okay, its a win win situation for Castro, because I am sure he made a whole lot of promises and is just trying to keep them. It sounds like the people of Crooked Tree and the surrounding areas are on his side, although that does not mean much when it comes to the enviroment. The idea is to find a balance and that usually means $$$$. Progress is needed although progress is almost NEVER good for the enviroment.

I love seeing this, the battle is between the envirmentalist/DOE vs. Castro/Villagers as oppose to DOE vs. Big Money. This battle is over infrastructure for the villagers and protecting the preserve from quick & dirty jobs/fixes that only hurt the enviroment in the long run. At the end of the day I am sure the law will be followed and the proper procedures will be taken. Under PUP the results where very different (Remember this):

DOE Boss Says Edwin Flowers was Unprofessional

We've told you about the dispute between the Attorney General's Ministry and the Department of the Environment over Luke Espat's Belize Cruise Terminal Project. Well tonight we've obtained new documents which show that it's not just a dispute, it's a fight. On August 4th, Solicitor General Edwin Flowers went to court to withdraw all legal action by the Department of the Environment against the Belize Ports Limited. As we noted, Flowers was also a Director of the Belize Ports Limited and, in that capacity, transferred the parcel of land on which the environmental violations were occurring.

Well on the Monday after that withdrawal, Chief Environment Officer Martin Allegria wrote this angry letter to the Sol Gen's boss, Attorney General Francis Fonseca. In it Allegria says, "the department feels that the Solicitor General's action was unprofessional, undermining and not transparent, as no one from the Department of the Environment was even consulted or informed of this action."

Allegria then goes on to note that the department can bring legal action in its own right, quoting section 39 of the Environmental Protection Act, which states, "on the application of the department it appeals to the Supreme Court that a person has done or is about to do, any act or thing constituted or directed toward the commission of an offence under this Act, the court may issue an injunction ordering any person named in the application."
After citing that, Allegria notes that this enforcement notice has not been legally withdrawn which, we take to mean, makes it still active, though work continues under the blanket of protection from the executive.

"Minister" should be changed but to what?

The term "Minister" is a confusing one, it comes from the ecclesiastical to the secular and in the sense tries to adopt the seemingly paradoxical position of both servant and administrator.

However, the position of servant quickly becomes confused. Is the Minister serving on behalf of a higher Authority (GOB/GOD etc.) or is the Minister serving the "lowest" authority (the people/laity).

It is this schizophrenia that has Ministers pretending to serve the people while acting solely with the party's or individual benefit in mind. They must serve the people with words (at the very least).

Now Dean Barrow calls attention to the 'good intention' of the work, yes he can defend his party members but the Audubon Society is good to call attention to the lack of EIA.

And I hope these moves Dean Barrow seems to be making continue. that is, instead of trying to be a beneficent autocracy moving to allow a plurality of independently authoritative agencies. MOre power to the people etc..

Maybe a waste of time but consider the change in arrogance if we titled Ministers Servants of State. Servant Fonseca, Servant Castro...

...of whether or not there is SOME unXPLAINED & unXPLAINABLE phenomenon that is at WORK which would ELEVATE some ordinary sMUCK overNITE from a position of functional ANONYMITY and inSIGNIFICANCE to that of DIETY immediately after being ANNOINTED by d eLECTORATE after an eLECTN of some sort!!!...YES...And it CUTs on BOTH ways...A guy that was walking around d previous day, Feb 6, 2008 for xAMPLE whom was a LOWLY plumber or STREET husstler, suddenly becomes an allKNOWING structuralENGINEER or forestXPERT or financialSTRATEGIST overnite!!!

The funny thing is THEY seem 2 develop d attitude that they r NOT answerable 2 anyone xcpt perhaps d alMIGHTY!!!

I believe that one of d FIRST orders of BUSINESS of pmG/GO should have been 2 reMIND d FELLOWs in his CABINET that the abbreviations GOB stands 4 Gov of Bze and not GOD!!!...SECONDLY there is a clear DIVISION of LABOUR between them as MINISTERs and the civilSERVICE...The TWO institutions have in effect been made, under ideal circumstances, 2 compliment each others...and this of course include SUBSCRIBING 2 due PROCESS and resisting d URGE 2 move those MOUNTAINs that would not come 2 THEM...and ummm NOT go chasing waterFALLS!!!
