The GOB in and of itself does not need 2 build a stadium...but they would need 2 signal 2 d PRIVATE SECTOR that this would b a PRIORITY and provide d ENABLING env 2 let it happen...This could of course b in d form of supporting SOFT LOANS or GRANTS from d IDB or EU, as well as making available developmentINCENTIVES 2 d privateSECTOR!!!
